# Early Warning System for Fluctuation

The team leader's resignation came as a surprise to the management. Not to his colleagues. For six months, he hadn't applied for any further training, experienced the last salary review without an adjustment, handed over two projects to others, and said in his annual review that he didn't know how things would continue. All the signs were there. They were just in four different systems and no report.

An early warning system makes such patterns visible before the resignation lands on the desk. Not by monitoring individuals, but through key figures per team and role and through conversations that take place while there is still something to change.

## How You Can Tell

*   Resignations are explained in the exit interview, never before.
*   Fluctuation is reported as an annual figure, not per department, role, and length of service.
*   Managers only learn of dissatisfaction when half the team has already left.
*   Counteroffers upon resignation are the only retention tool.

## Why This Happens

The data is available but separate: absences in time management, salary development in payroll, training in the learning system, feedback in the appraisal form. No one consolidates it, and where attempts are made, they fail due to legitimate concerns from data protection and the works council, because the analysis targets individuals instead of structures.

## Our Approach

1.  **Analyse departures.** We evaluate departures over the last three years: Who leaves, after how long with the company, from which areas, after which events. This reveals the patterns that apply to you.
2.  **Define indicators.** From these patterns, we derive five to eight indicators measured at team level: fluctuation by length of service, time since last salary adjustment compared, training participation rate, proportion without development discussions, overtime. No individual profiles, no predictions per person.
3.  **Define intervention points.** For each indicator, we determine what action is taken when a certain value is reached: a discussion between the manager and HR, stay interviews within the team, a review of remuneration. An early warning system without consequences is merely a dashboard.
4.  **Clarify data protection and co-determination.** We coordinate indicators, aggregation levels, and access rights with data protection officers and the works council, documenting them in the works agreement (Betriebsvereinbarung) for the HR system.

*   Managers receive a reason for conversations that is not personal.
*   Retention measures are targeted at areas where they are effective, rather than applied universally.

## From our projects

When analysing departures over the last three years, clear patterns almost always emerge based on tenure and department, which were previously unknown to the company. Examples include a concentration between the second and third year of employment, or following changes in leadership. Team-level indicators are sufficient to identify these patterns early. We did not require individual profiles in any project, and they would have rightly jeopardised the approval of the works council and data protection authorities.

## Good to know

Analyses that predict the risk of resignation for individual employees touch upon the prohibition of automated individual decision-making under Article 22 GDPR and co-determination rights under § 87 subsection 1 number 6 Betriebsverfassungsgesetz (BetrVG) (Works Constitution Act). Furthermore, they could be considered high-risk AI under the AI Regulation if they prepare decisions concerning employees. An early warning system at team level with minimum group sizes avoids these issues and provides better insights in practice, because fluctuation almost always has structural causes.

At what company size does this work?

From approximately 100 employees, as below this number, groups become too small for aggregated evaluations. In smaller companies, structured stay interviews replace the key performance indicator system.
