# Employee surveys with consequences

The annual survey has 70 percent participation, 60 questions, and a result similar to the previous year: management communication, inter-departmental collaboration, development opportunities. Results are presented, workshops are announced, and the following year, the same issues reappear. Participation declines because the workforce has learned that nothing changes.

A survey is only as good as what follows it. This means: fewer questions, more frequent cycles, team-specific evaluation, and a visible action plan process.

## How you can tell

*   Participation declines year by year.
*   Results are reported at company level. Managers either do not know their team's scores or receive them months later.
*   Measures are decided but not followed up. No one can say what became of the workshop.
*   A year passes between surveys, during which no one asks.

## Why this happens

Annual surveys are too long, too infrequent, and too far removed from the managers who could implement changes. The effort required for evaluation and presentation consumes energy that should be used for measures. Without systematic tracking, measures get lost between daily business and the next survey round.

## Our approach

1.  **Reduce questions.** We define ten to fifteen core questions that remain stable over time, supplemented by two to three current topics per round. Short enough for five minutes.
2.  **Establish rhythm.** Quarterly pulse surveys for core questions, an annual, slightly longer round. Additionally, surveys for specific occasions: after onboarding, after changes, upon exit.
3.  **Evaluate per team.** Results are provided to managers within two weeks, for their team, with a comparison to the company and the previous round. Minimum group size protects anonymity.
4.  **Track measures.** Each team agrees on one to two measures, which are documented in the system and reviewed in the next round. Management sees where work is being done and where it is not.

*   Participation increases because employees see impact.
*   Managers receive a tool instead of an assessment.
*   Problems become visible as they arise, not a year later.

## From our projects

When we reorganise survey processes, the reduction to ten to fifteen core questions is the step that meets the most resistance and yields the greatest effect. Participation usually increases in the second pulse round, as teams have heard something about their results in the interim. We determine the minimum group size for evaluation with the Betriebsrat (works council), typically at five to seven responses.

## Good to know

Surveys that allow conclusions about individual employees are subject to co-determination according to § 94 BetrVG (German Works Constitution Act). Even anonymous surveys should be coordinated with the Betriebsrat, particularly the questionnaire, minimum group size, and access to results. This builds trust and increases participation. The General Data Protection Regulation (GDPR) requires that anonymity is technically guaranteed and not just promised.

## Frequently asked questions

Won't we lose depth with fewer questions?

You lose breadth, not depth. Depth arises from discussions about the results within the team, not from question 47. Topics highlighted by core questions are explored in more detail in the next round.

What software do we need?

Many HR systems have survey modules that are sufficient for pulse surveys. Specialised tools are worthwhile for larger organisations or if benchmarks are important. The crucial factor is the integration with the HR system for team-based analysis.
