    The shared HR inbox receives 400 emails per month. A third of these are questions whose answers are in the intranet. Another third are requests that could be a form. The rest genuinely require a human. Nobody knows this because nobody counts. The colleague managing the inbox is the best-informed person in the HR department and the one who resigns most frequently.

    An HR Service Desk is not a call centre. It is a structure with three levels: self-service for what employees can handle themselves, a knowledge base for what they can look up themselves, and a ticketing system for what requires a human. Plus measurement, so you know what is asked how often.

    Signs you need one

    • Nobody can say how many enquiries HR processes per month or which topics recur.
    • Response times depend on who is currently on holiday.
    • The same question is answered ten times, by different people, differently.
    • Managers ask HR for data they could see themselves in the system.

    Why this happens

    The inbox is the path of least resistance. It works as long as the volume is small, and it does not scale. Self-service fails if the HR system lacks a portal or nobody has set it up. And a knowledge base usually exists as an intranet page that was last updated three years ago.

    Our approach

    1. Analyse enquiries. We evaluate three months of inbox data: topics, frequency, senders, processing time. Typically, 20 topics cover 80 percent of the volume.
    2. Assign levels. Each topic gets its channel. Change of address, holiday request, certificate: self-service in the portal. Questions about parental leave, allowances, training: knowledge base. Individual cases, conflicts, advice: ticket to a responsible person.
    3. Set up tools. Portal in the HR system, knowledge base with an owner per article, ticketing system with categories, response times, and forwarding rules. Where appropriate, an AI assistant based on the knowledge base, which clearly identifies itself as a machine and hands over to humans when uncertain.
    4. Measure and improve. Monthly: volume per channel, response time, first-contact resolution rate, most frequent topics. Topics that frequently end up as tickets are moved to the knowledge base or the portal.

    From our projects

    Analysing three months of HR inbox data is the analysis with the quickest results in our projects: typically, twenty topics cover four-fifths of the volume, and half of these could be handled via a portal or knowledge base. In our experience, AI assistants only work with a well-maintained knowledge base; they then answer a significant portion of enquiries completely. Without maintained content, they generate more follow-up questions than they save.

    Good to know

    A ticketing system records who asked what, when, and who responded how quickly. It is therefore subject to co-determination under § 87 Absatz 1 Nummer 6 BetrVG, and its evaluation should be regulated in the works agreement. Since 2 August 2026, an AI assistant is subject to the transparency requirement of the AI Regulation: users must recognise that they are speaking with a machine. It must not make decisions about employees; if it did, it would be a high-risk system.

    Frequently asked questions

    At what size is a ticketing system worthwhile?

    From approximately 200 employees, or sooner if multiple locations or shift work are involved. Below that, a structured inbox with categories and a knowledge base is sufficient.

    Does the AI assistant replace the colleague at the inbox?

    It replaces the questions she has answered ten times. For the rest, she gains time. In practice, a well-configured assistant completely answers one-third to half of enquiries, provided the knowledge base is maintained. Without a knowledge base, it is useless.
